Radio Editor Admits Upskirting Offence, Sentencing Adjourned

A 57-year-old senior news editor at a local radio station has pleaded guilty to upskirting a woman in Mong Kok last November, with his sentencing now set for three weeks' time.



Chong Tak-yin appeared before the West Kowloon Magistrates' Court this morning, where he admitted to the offence. Magistrate So Wai-tak adjourned the case to the 26th of the month for sentencing, granting the defendant bail in the interim.



The incident took place on 14 November last year, when Chong was apprehended by patrolling police officers outside 35 Tung Choi Street in Mong Kok.



Authorities alleged that he had filmed under the skirt of a female pedestrian without her consent.



In mitigation, defence counsel submitted that Chong had entered an early guilty plea out of concern for setting a negative example for his son. It was also argued that the defendant had no prior criminal record, led a relatively low-key lifestyle, and devoted much of his time outside work to family responsibilities.



Counsel stressed that the offence was out of character, and noted that no other similar images were found on his mobile phone or at his residence. The defence urged the court to treat the matter as an isolated lapse in judgment, citing low risk of reoffending and genuine remorse, and appealed for a lenient sentence.
